I'd say that type of map is entirely possible, except for combining Light Cycle mode with the others. It's already been tried, and it doesn't work.
If you make a Derez map, you can create an area where you could play Disc Arena style matches. And the map can pretty much be as big as you want. But you have to be careful not to go overboard with too much fancy stuff, or else the map will cause lag for the players: due to all the complex objects the server will then need to keep track of, and to update all the clients about the state of those objects.
Unlike some games, the version of the Lithtech engine that powers Tron 2.0 will synchronize the state of just about every object, between the server and all clients. When it would have been more efficient to have the states of some objects be handled locally only - independently on each client, without passing back their states to the server.

Or to get more into the details : the Jupiter-engine has some, but not much of the optimizations you might know from other engine like from HL2 / UT3 etc. You don't have a real terrain-system, if your map is going to get very big, use occluders, LOD or CLOD is somewhat less or not known by this engine except for Playermodels. Textures can only get 1024*1024 big, you don't work with materials. You don't have real bump-mapping only a environment-like one. Things can get choppy very fast if not watched correctly for T-Junctions, Points-off-grid and some more. There are many points too watch at and completely different to engine these days, especially if you are going to create, as you said, 'a monster-map'.
About the things said by TronFAQ about online synchronization: he is absolutely right. As long you use ClientFx's you are on the save side. But interactive as dynamic elements set in the map, are synchronized with server and all clients. So e.g. rotated stuff starts to stutter and things like that.
And no : you can't create own vehicles or put them into maps, even creating new weapons isn't an easy tasks, especially as you have to create a mod which is completly different and difficult as distribution in this community is not very well. Without the mod others can't see/play your server, something you have to remind about.

You just described VMAN's DM_DMWORLD map in almost 100% full detail. A couple of members here and I were playing it one night, and we took out the MCP and everything. Best map evar.
I think someone should run a 24/7 DmWorld server because of how awesome that map is on a full server.
